Is there a way to have the KC Admin QuickIcons pane visible all the time?

I do not want to have to click to open the pane containing the KC Admin QuickIcons. I would like that pane to be open with no need to toggle it open or closed.

I'm using Joomla 1.7 with the Bluestork template.
